Executive Director

Carol Permar

Carol Permar has worked for the IRS for eleven years and is currently a Tax Examiner in TEFRA. She helped bring up the Ogden branch MOST in 2012 and has seen it grow to twenty members. Her main goal was to get the word out Ogden campus wide about MOST. They have held care package drives, lunch and learns, and handed out water at the Ogden’s Veterans Day parade. They also held a contest campus wide and collected 3500 Christmas cards to send to the wounded soldiers at the Walter Reed Medical center. During Christmas last year they brought a Christmas tree to the George E Wahlen Veterans home and invited the Roy High school chorus to sing. Their current project “Red Shirt Friday” (a Nationally recognized program) has sold over 350 T-Shirts.

In Dec. of 2009 she completed her BS degree in American History from Weber State University. Prior to her job at the IRS she was a computer programmer for eighteen years. She worked on projects such as converting an IBM mainframe to an IBM 38, brought up two payroll/personnel systems, a menu system, and an accounts receivable system. She was a contract programmer during Y2K (the year 2000 problem.) Her favorite part of the job was working with the end users to help them meet their computer application goals. Her father served four years in the Army during WWII and was a mechanical engineer on the Manhattan Project in Oak Ridge Tennessee. Her son, Matthew, is currently in the Army and is stationed in Seoul, South Korea. He served a year in Afghanistan.

National Liaison

Cathy Haines

Catherine Haines serves as a Diversity and Inclusion Specialist at the Internal Revenue Service (IRS) Office of Equity, Diversity & Inclusion. She began her federal service in 2013 after a successful career as a Commissioned Officer in the United States Coast Guard. She was stationed at numerous units where she held leadership and command positions and retired at the rank of Captain/0-6 after a 26-year career.

As part of the Diversity Strategy and Proactive Resolution Services Section, she is responsible for the creation, promotion and implementation of service-wide diversity strategies and working with IRS leadership and managers. She currently serves as Program Manager for the Federal Women’s Program, Asian-American and Pacific Islander and Veterans Special Emphasis Programs. Additionally, she collaborates with IRS Employee Organizations and Employee Resource Groups.

Catherine has been a member of the Department of Treasury Veterans Employee Resource Group since it started. Additionally, she is an active member and Capital Area Chapter Secretary for the IRS employee resource group – Military Outreach for Service (MOS). She has made it her “personal mission” to mentor and assist other veterans in the federal workforce.

Catherine holds a Master of Public Administration from George Mason University and a Bachelor of Mathematical Science from the Coast Guard Academy. She currently resides in suburban Virginia with her husband Rob where they are the proud parents of three young adults – Tristan, Shannon and Hannah.
